I have founded one problem.cars can't place in driveways.

You need to use the apt cheat codes that let you place things outside the rented space.

both of these are needed:

boolprop aptBaseLotSpecificToolsDisabled false
boolprop aptSubLotSpecificToolsDisabled false

these let you edit the property and place stuff outside the apartment your Sims are renting. Not sure if you need to use MoveObjects on (cause I always have it on, lol)
