I am very new to sims 2 just recently downloaded UC and know next to nothing but I have managed to find out how to add lots into my game.

you will need to download Clean Installer program on the following link and I downloaded the top version 1.6.22v ( I used WinZIP and unpackaged it to a folder on my desktop called clean installer) I then created a second folder on my desktop called sims 2 lot downloads.

For Example I just downloaded this lot and unziped it to go into my sims 2 lot Downloads folder on my desktop. I then went into that folder and you will see the cleaner installer icon which you click on and the program will show you the lot you have downloaded and if there is any extra CC merged with the lot tick boxed to the left. when you click to install it will tell you it is going to install in the teleport folder just click yes.

The next time you go into your game if you have not downloaded lots or CC before the game will ask if you want to allow CC and there is an allow CC tick box you need to click, the lot you have downloaded should be in the lot bin for you to place in whatever neighborhood you choose.

If you need to download mods/CC you need a downloads folder in your ea folder in my documents, if there is no downloads folder just make one and name it downloads with a capital D, when you unzip the CC direct it to un-package into that Downloads folder and your mods and CC should show up in game the next time you fire it up.

You do not say if you are playing with discs or the new sims UC version so just make sure you have all the necessary expansion and stuff packs the creator of the lot or CC outlines in their description prior to downloading it and installing in your game. If you have all the expansion packs either in disc or UC then you should not have any problems.

Also just another tip with Sims 2 CC it sometimes requires a separate mesh unless the description states the mesh is included in the download, just check this when downloading clothes/hair etc.

Someone else may come along and give you a much better explanation than I but as a newbie this is what I am doing and it works for me.
