vYeah, I'm not quite sure what's going on with the video on making a neighborhood lot functional- it's doing something that has never, ever happened to me before. It got stuck on the intro, with a bunch of glitchy artifacts on the top of the screen, despite the progress bar showing there's supposed to be gameplay, and when I tried to open a YouTube tab proper it did the same thing, and after a few moments my browser up and crashed. This happened twice. Not sure what's going on- again, I've never, ever had anything like this happen before trying to watch the said video, so I can only assume there's something very wrong with it. Lot looks pretty though!

Really like this lot, Having multiple lots close to each others is something I miss a lot in sims 4.
Another idea to manage neighborhood would be using roommates so you don't have to manage every family and focus on your own house...
