I see in Sims 2 aparments also need to be opened to fenced area LoL. Same for TS3.

Yeah, Vic - TS2 apartments can be a real PITA if you want to have a common back yard area. Fortunately there are ways to get around it *whistles innocently*

You mean the apartments are? Now that you mention it, are you sure about that? How do you define dog friendliness? Is there even a difference in the game's behavior between small and large dogs?
The only criteria I've been able to identify regarding the dog (small or large) friendliness of a lot is whether there is a bathtub that allows dog bathing, and it doesn't look to me like any of those bathrooms allow it. I know the upstairs ones don't, because the two squares in front of the bathtubs are not both clear, and I don't think the basement ones do either because dogs will not walk around a Sim to get to the other side of the tub in small bathrooms like that, at least not according to the many tests I've done on various bathroom layouts for my own houses.
Just sayin', now that you've mentioned it.

Yes. There is a difference. Small dogs (cats, toddlers, and sims) can use a 2-click stairway without any mods. Large dogs canNOT. The only way large dogs can get inside a building on a 2-click foundation is with HL's SimplePassageModular stairs (linked in the OP)
Now... this is a 1-click building - so everyone who enters must use the SimplePassageModular stairs. Moot point, I guess, on this build. I've been writing up a lot of upload descriptions lately, and mentioning if large dogs can enter the building or not has become a 'thing.' I'll try to be more careful with my words in the future.

As far as bathing dogs goes - the downstairs tub is not a problem. It's fiddly, your sim must be insistent with the dog, but it can be done. Personally, I always bathe my dogs outside (in RL and in the game!) I use MaryLou's Doggie Tub - and when I have a sim live here permanently, I will put one of those down in the community back yard.

Interesting. I guess I have to do more testing and have my Sims be more insistent. It almost sounds like there might be a game bug involved there.

Even when it's cold outside in the winter? Poor dog.
And in case you live in a perpetually warm climate, many people don't, so they don't have that option. Unless they want to kill their pets.

Actually, I do Central Florida. Most of my sims live in warm climates too, come to think of it... Huh. Never thought of it that way.

I think there may be an issue with these apartments — I've just moved my sims into the middle house, and it doesn't seem to treat the top floor as part of the apartment. I can't move, delete, or add furniture on the top floor, but the bottom floor and the basement are fine.

Uh oh...
Did you rent furnished or UNfurnished?
If furnished - I don't know.
If UNfurnished - it may have to do with the piece of 'stage' used as the stair landing. It is fiddly, and I was surprised it worked with this apartment. (I thought maybe it worked because I used newer stairs?)
Do you know how to change the zoning back to residential and swap out the stairs? Try the spiral stairs, if you do.
I look into this in my game too, in a few moments...

ETA: GAH! I have the wrong game loaded - I'm in my BUILD game, and I'd already moved these Apartments to my FULL game. I will look into this (it may take a while because T-storms are coming in just a bit...) I'll PM you when it's fixed. Thanks for letting me know.
