I just wanted to let anyone who may be interested know: I have figured out how to make the tail work for kids (i assume the same will be for toddlers) So I will be adding that in the next few days. Ive also remade the texture to be a bit more detailed so I will be uploading a new version of the adults tail too. Im also going to see if I can edit the mesh to look like a long fluffy cat tail for people who may want that. I believe the original creator is okay with people using and editing their mesh as long as they give proper credit, but I will double check. If they dont allow it then I can't make the kids tail as I had to edit the mesh.

You could ask EachUisge about the feline tail for children. In the "Where can I find" section, under furries children, there's a link to a patron site that has has the mesh, fur and color chart for a children's version of SaveState-DLC. Either might help guide you to converting your tail mesh to work with children. I haven't seen anything for toddlers.

Thank you, i appreciate it! but Ive figured out how to do it actually, I just have to double check and make sure I have the permission to release an edited mesh from the creator of the original mesh. But it was actually quite simple to do, I haven't tried with toddlers yet but I think it will be the same process, all it took was importing the original mesh onto a child model in sims 4 studio (replacing a bracelet model) and then I exported that to blender and just resized it and moved it to fit a child, then exported that from blender and imported that new blender mesh back to s4s, the hard part was figuring out how to remove the bracelet shadow map and how to make the tail not disappear under a shirt like a bracelet would lol, but i figured that out so it works like the normal adult tail does now. I think it should be the same process for toddlers, unless they dont have any arm accessories, but I could use a glove or something. It might be a little trickier because they don't have a lot of base game accessories. Ive just been busy with some class work but I plan on doing that all over the next week or so!
