My Policy:
Don't steal my sims. This means you can't upload them anywhere without my permission, and you can't modify them and say that they're yours. Absolutely don't upload them on the exchange!
Instead, you can use them in your videos, photos and you can use them as models for your site (just give credits please ^_^)
