The Clean Installer can install everything in a folder. Just right click on the folder in 32-bit Windows Explorer and select "Install all".
Unfortunately, the multi-install functionality can't be added to 64-bit Windows Explorer. If you are running on a 64-bit machine, or if you do not have the "Install all" context menu option, you should still be able to access this feature by creating a new shortcut for the Clean Installer and adding the -f switch. The -f option will bring up a dialog where you can select the folder that you want to install.
For example, I have the following "Sims2Pack Clean Multi Installer" shortcut on my machine:
"C:\Program Files\Sims2Pack Clean Installer\Sims2Pack Clean Installer.exe" -f
Note that the multi-install option defaults to bringing up a new copy of the Clean Installer for each Sims2Pack. This gives you the option to disable any unwanted CC before installing.
If you want all Sims2Packs to be installed without user intervention, open (with notepad) the S2PCI.ini file in your Clean Installer installation location. Now find a line which says "AutoInstallLotFiles=False" and change it to "AutoInstallLotFiles=True".
