Alpha means feature complete... no new features get added to the game beyond that point.
Pre-Alpha means features are still being implemented, the game is in full production, and there's the potential to add additional features.
Pre-Production means that the game is still being concepted, designed, prototyped, etc. The team generally isn't fully ramped up or staffed yet.
