You won't find it in the Sims2 folder in your "My Documents," but look in your programs folder on your main hard drive, for example: C:\Program Files\EA GAMES\The Sims 2\TSData

Remember that the bug affects only Nightlife which is what the second file fixes. So, the download stats will always be off.
