Default Converting lot
Is it safe to convert the apartment lot into community lot after moving out all of the residents from it?

I would first convert it to residential. Save, go back to hood. Then re-enter and convert to community.(save again..)

Yeah I had a feeling too that I should turn it into regulaar, than community.

I've never had an issue from converting a lot to whatever I wanted and see no reason to turn it residential first. Just make sure to place a community lot phone and I always place the bin/trashcan as well. Not sure the second is actually really needed but I place one anyway just in case.
