How to play and enable save menu on SecretWitchLots?

What do you mean by play? To visit it, you must be a witch/warlock. And there's no way of saving it unless (but I can only assume it will work if) you download build/buy mode enabler or sorts mod that allows to customize community lots from live mode.

It's a community lot, so you can't save it.

That's true of all the secret hobby lots-none of them are saveable or playable otherwise than a visit to them.
Consider them the 'secret community lots' if you want it simplified.

If you want modify secret hobby and high witch lots, there was a tutorial long time ago somewhere. But it works only for current neighborhood and you need to do it for every neighborhood separately.

It's fun. I added a caretaker's cottage and turned it around to get this nice view of the good fortress in the background.
