This is pretty roundabout, but I know you can make a buff that triggers another buff (I know there are some that add a second buff when the first is removed, and I think it might be possible to trigger adding a second when the first starts up). Can you make a hidden buff that randomly happens, and then have that hidden buff trigger a conditional buff?
I'm not sure if that's possible with Mod Constructor or if you'd have to type it up manually.
