Default Empty Hood
How can you create an empty hood with no families in the family bin?

That's a convoluted question.
However, you can download empty hoods for use in the game-but if you want to do it yourself, it's a bit more complicated.
That requires getting empty templates, and following instructions for removing all the original hoods with them, and deleting all the character files from the ones left.

It can be done, and I've done it successfully. It just takes a bit of patience and following the instructions.

That's the "stealth hoods" part (Pleasantsims' tutorial outlines it very clearly, and her video probably helps, too)

Doesn't help that a lot of those bin-families that, by default, show up in every hood aren't especially interesting characters most of the time. Like who are the Picasos or the Ramaswamis even? Why would I want to play them? They are both just the standard "Young Couple Starting out straight out of CAS" archetype.
Or the Goodies. They are Elders without offspring or other family, meaning they disappear without a trace once they die, leaving nothing but gravestones.
And then there's the Travellers who's whole personality is "they like to travel" and the Gavigans who don't even have that.
I looked at their bios on the Sim Wiki, and even those tend to just talk about how much they wuv each other with the majority of these characters.

I've been playing with the empty stealth hoods for years and for the odd stealth hood-family I like I found it easier to just re-create them (which also allows you to change them however you like, I for example like to put the Ottomas family in my game because I like to see them as a big, rural family, but when I recreate them for a hood I tend to give them different facial features that don't mix as badly as the originals do).

I solved this issue in my Pleasantview Epic Challenge by making a compromise and just used an empty Pleasantview terrain map for my challenge and am recreating my own renditions of the Pleasantview ancestors of the town families in the founging days of the town as it was first settled in the 17th cnetury colonial era.I've done the empty templates before and din't mind having some bin families as I only insert the ones I want at any time.Pleasant Valley will get a couple from the bin as ancestors for one town family.
