Default Windows 8 issue
All of my Sims programs (with BV as the latest EP) are functioning by running as administrator with the XP compatibilty mode. I tried doing that to Clean Installer Version 1.6.20.0 and that type of fix doesn't apply.

The problem is that it can't seem to find the "Downloads" folder. Whenever I install a Sims2pack file with Clean Installer, it creates 2 new folders, Downloads and Teleport, inside the EA Games folder rather than use the ones in "The Sims 2" folder. The "Browse" function works normally and those erroneously placed files work out once I drag them to their proper location.

Is there a way the path can be edited?

You should be able to get around this problem by setting your current save game path in the S2PCI.ini file. This thread has an example:
