Leon does have blonde hair. In Re 2 it looked kind of red. But in Re4...its as blonde as blonde can get.

His hair colour seems to be, uh...... variable. They also changed Birkin's hair colour from RE2 to RE0, and Ada's hair from brown to black, giving her a more distinctly "chinese" look.
