When i once or twice played Veronaville, I moved all of the inhabitants to another house in another area. Before doing so, I collected all the graves that were on the home lot,(if there were any) and put them in the inventory of the oldest living person. When that person landed at the new house, I took out the tombstones and moved them to the cemetery (that I had to create before) and the gravestones also spawned empty ones on the lot as well. I don't know how that happened, but the empty ones I deleted for a nice sum of money.

Mine would just keep turning on the TV and terrifying their own children. After a few near death incidents, I'd had it.

You are right, there is an option to place the tombstone on a community lot and it will stay there after the sim leaves.
The player can then visit the cemetery in build mode to place the grave elsewhere on the lot and decorate around it, put flowers and such.

Hum.. didn't know you could build or decorate on a community lot.
