Not really actually. Everything BUT clothing looks nice. Skins are fine, eyes are fine (I have checked and yes, my sims setting is in very high), trees are fine too. Is just the clothing :/

All clothing? Or CC clothing? Certain clothing?
If it is just clothing, I would think something with CCs because if it is a graphics card issue, it would affect everything. Again, a screenshot would be great. Also if you could post the GPU/CPU part of your deviceconfig, that would be helpful.
Also, are you using HQ mod?

All clothing! Again, I'm not at home so I can't make screenshots or send screenshots. How can I send a deviceconfig? what's that? And no, I don't use hq mods.

in your TS3 folder, there's a log file called "deviceconfig." Copy the content (just the GPU/CPU) and paste it here. Don't copy and paste the game settings, those are long and unimportant.

Ok I'm not 100% sure as this problem is not really as common as most people believe. However, the way TS3 works is that it stores the texture in huge texture caches on your HDD. Simscompositorcache is where your sims textures are stored for each sim in your game.
So when a sim loads in CAS, it runs a different engine and things just load what they are suppose to be. However, in the game itself, the textures are saved in these cache files and loaded when you zoom in from far away or you just scroll the camera.
Slow HDD could delay the texture cache. However, lack of RAM could also significantly affect your game texture loading as your system is constantly caching the virtual RAM to free up RAM for your game. You have 1263MB free to "start" TS3, this tells me you do not really have enough RAM to run TS3 without virtual Win OS caching. The constant caching + TS3's texture caching creates massive delays in loading the hi-resolution textures. So what you are mostly seeing are the low resolution "placeholders."
Again, I cannot verify unless I see actual screenshots.
Typically in this case, the whole sim would be in low texture and not just the clothes. However, it does load in parts at times and I've seen it load faces first before the clothes. You really don't have enough RAM so I would assume there is a huge delay in texture loading.
Modern day with expansions and CCs, you really do require minimal of 8GB of RAM to play TS3.
The only real solution is to upgrade your RAM. Else you can "pause" the game" and wait for the texture to load.

Yeah, I run ts3 in a kind of old hdd because I don't have enough space for it in my hard drive. The problem is that I've never experienced this issue before until some months ago, which is very weird. My RAM works for everything, even for newer games than ts3, so I'm guessing it could also be my CPU? it's very old and I'm already planning on changing it. I see what you're trying to say with the "pause" method, but unfortunately it's not the game using the wrong LOD. Anyways, thank you for trying to help!

I'm afraid that nitromon is correct, in case you wanted another opinion. A total of 4 GB of RAM would probably have been fine for Win XP (and maybe Vista, not sure) when the game was first released, but Win 7 and higher use more than their predecessors for themselves. You only had around 1.2 GB left to service the game in the session reported on and paging out to virtual memory will happen way before all of that is used up. The game is Large Address Aware and can call for up to just short of 4 GB for itself if and when it needs to, but you don't have enough physical RAM to get there. Your CPU is an older one but should still be strong enough to carry the game and your GPU is not as strong as it could be for the heaviest of the EPs like Pets and Seasons (the unit's strength and bus width are the factors, not necessarily its age), but the biggest weak spot here is still RAM.

Again, I can't be 100% this is the cause. I know that you do need more than 4GB to run TS3, but you might still have a separate issue causing this error. However, I can answer that if it is the RAM problem, your game progressively gets larger as you play because of game progress. So this might account for why it started happening recently.
Anyways I still need to see a screenshot to really know what you're talking about. However, you can also test by starting a brand new game and see if the problem persist. If starting a brand new world, using the same world, and the problem is not there then it proves it is a RAM issue because once the game gets bloated it uses more RAM.

I always play the game with chrome open which is totally my mistake. Browers take A LOT of RAM out of the computer, and the game struggles to get it! Maybe I'll try to have chrome closed and open the game, to see if it gets any better!

Yeah, one of us really should have mentioned that. Have nothing else, especially web browsers, running when you start up and while you play the game. Even on 8 GB (Win 7) where I could run web browsers I found that I had to keep closing them before returning to gameplay or else far too many resources get used up. Chrome is evil. Firefox caught up with it eventually and I use something different now, a Firefox based variant called Waterfox even on my 16 GB system.
