This user has the following games installed:

Sims 3, World Adventures, Ambitions, Late Night, Generations, Pets, Showtime, Supernatural, Seasons, University Life, Island Paradise, Into the Future
Default I cannot download the Mods Folder for The Sims 3?
I cannot download the Mods Folder for The Sims 3. I press the download button, but nothing happens. I just downloaded the game.

I am not sure what problem you are having exactly. I was able to download this Framework Setup(compressed zip file) from this page without any problems - Link
