All sims that you didnt create are classed as NPC’s.

Due to lot restrictions you may use both neighborhoods so you can have one for hangout lots and the other for playable households, if you decide not to bull doze all houses make sure your untick automatically fill houses in the game options menu.

In words: The sims you play times the sim multiplier equals the population of the city.
Sim Multiplier (SM)
the Sim Multiplier (SM) begins at 1 and is raised by:

+1 for your first hang out lot – reward: earned 2 CAS
+1 when you reach a total of 5 hang out lots – reward: earned 2 CAS
+1 for every additional 5 hang out lots – reward: earned 2 CAS

Locked Services
At the start of the challenge, many of the services are locked:

Unlocking hanging out locations (called community locations in previous versions)

Every 4 Sim households earns one hangout location.
Unlock concert location: 1 sim to max all three guitar skill + violin skill + piano skill

Unlock art gallery location: 3 sims to max painting skill

Unlock skilling center location: 3 sims to max logic skill

Unlock bbq location: 3 sims to max culinary skill

Unlock gym location: 3 sims to max fitness skill
Unlock fishing location: 4 sims to max fishing skill
Unlock gaming location: 4 sims to max video gaming

Unlock comdey club location: 4 sims to max charisma skill + comdey skill

Unlock park location: 5 sims to max gardening skill

Can combine locations e.g park, bbq & fishing but have to lift all restrictions, due to lot restictions, you do not have to place all lots down but can still count them.

Skilling center is a lot with skilling objects for sims who cant “afford” the items at home

Fictional buildings – This are places that have appeared in eariler games and will hopefully appear in this one.

City hall – is locked until all carrer branches have been fully completed (by different or the same sim/s, when “unlocked” the following interactions can be used: plan for wedding, adopt kids and change names.

Once City hall is unlocked, it will need to have a Mayor, hopefully by now your neighbourhood has quite a few sims in it, only one sim can be Mayor and they must be friends with all sims in your neighbourhood, have maxed their social and charisma skill this will earn you you 10 CAS (which they don’t need to be friends with)

Hospital – 20 babies must be born before “have baby in hospital” feature can be used

Doctor – The first position in Medical is unlocked when the town population reaches 1,000. Another position is opened at 5,000 and an additional position is opened every 5,000 after that.

Conduct experiements – position will be earned every time any Sim transitions into Adulthood with maxed Logic

Businesses

Business Districts: You unlock a business district by having 5 player owned community lot businesses of any rank, and having the Business Career unlocked (rules in the career section). You MAY earn multiple business districts. To do this you will need 5 additional businesses on community lots and another Business Tycoon. For example: If you want to add a 2nd business district you’ll need 10 community lot businesses and 2 Business Tycoons; to add a 3rd you’ll need 15 businesses and 3 Business Tycoons, etc.

#1 Household layout – roll a dice to decide who each household lives with

1-single sim no kids

2-female single sim with kid/s * – if your sim is male and you roll this while “city hall” is still locked this is classed as roll again, unless you have a pregnancy hack or your could move out the female sim and left the babies / baby with the male

3-married couple no kids

4-married couple with kids/s*

5-same sex couple with no kids

6-same sex couple with adopted kid/s – if you roll this while “city hall” is still locked this is classed as roll again, unless you have a pregnancy hack

*= roll dice for amount of kids

#2 1 room, 1 generation – start off with one room and you can only add one per generation, the only exception is the bathroom

◾You start out with a small group of settlers, since that’s how settling usually happens. Nobody just decides to go off on their own; there are usually small groups of people who decide to settle on a new area of land.
◾The founder is set several additional tasks to unlock certain aspects of the game. This really appeals to me as well. In this rule set the founder is supposed to be in the politics career, but lacking that in TS4 one might just set him/her those tasks without needing the politics career. There are two restrictions in particular which might be implemented in the TS4 version: ◾Electricity and running water. The founder first needs to befriend (become best friends) with a sim who has mastered the handiness skill, who then implements electricity and running water in the neighborhood. Until that happens no computers/tvs/stereos/stoves and showers/pools/fountains are allowed. Toilets, sinks and bathtubs can be used, pretending the sim is using water collected from a nearby stream.
◾Townies. In the TS2 version the founder needed to be best friends with a sim who had a home business. That’s of course not do-able in TS4. Perhaps one might replace that with having him/her befriend all of his/her fellow settlers?

Give each skill a number and roll a dice to see what skill that sim will master or you can assign a collectable for a sim to get.

Number: 1, 3 & 5 = they unlock a collectable
