Whenever i see a stray, i greet it, and they stay for a few minutes or hours, depending on time of day factors, as well as other things.

But i have yet to see the same stray twice. And my sims relations panel is getting junked with animals who she hasn't seen again..

Will they return, or is it completely random?

It's random, but they'll come back eventually. There's a limited number of strays in your 'hood. Sometimes takes a while but they definitely do come back.

Ah, that seems logical.
