The only source where I found some playable NPC skins is this one: https://sims.jfade.com/Sims1/index.html

I only ever tried the firefighter and the maid, so I can't tell if this works for the others.

The skins need to be renamed/renumbered in order to be usable in the game.

This tutorial by the nice people at Woobsha talks about how to name and number skin files to make them usable. Although their example is about how to turn a formal outfit into a high-fashion outfit, the principles are the same. You can find that here: http://www.woobsha.com/diy-renamingskins.html.

I've made some mods for The Sims 1 -- yes, The Sims ONE :-) -- which you can find at http://corylea.com/Sims1ModsByCorylea.html
