This user has the following games installed:

Sims 3, World Adventures, Ambitions, Late Night, Generations, Pets, Supernatural, Seasons, University Life, Island Paradise, Into the Future
Default Capping the frame refresh rate {solved}
Got a new computer! Graphics card is Nvidia GeForce GTX 1650.

I did everything outlined in this thread as well as the wiki explaining how to get your graphics card recognized. Everything seemed to go fine. Card was recognized, default settings changed...but not entirely to my liking so did edit them.
I went full screen changed the refresh rate to 60hz in the game options and then did the FPS on cheat. I'm still seeing numbers capping at about 500.
What exactly is it I need to do to fix this so the game actually caps at 60fps?

Oh! I did do v-sync and it apparently is not working...

WHOOPS FPS limiter for Skyrim (Which also works for sims 3)
