Default "Edit Existing Terrain"?
But it is also highly recommended to have a Free Time EP installed, to be able to edit existing terrain, for better use of this set.

What is this talking about? Is there a way to edit neighborhood terrain in game? I can't find anything about it.

Free Time introduced the "cheat" modifyNeighborhoodTerrain with the switch on/off. You can use it to raise, lower, and flatten terrain from the neighborhood view. I imagine the cheat was grandfathered into AL and M&G as well, for those users who don't have FT.
