Getting working download links for the free branded content that was released back in 2012 has been near impossible.
I was able to track down a working link to the original version of the twizy and it's charging station:

However, I have been unable to track down the New Renault Twizy ZE.

Additional info: This vehicle was part of a set labeled as Renaultset4.

Hmm quite the mystery...I found reference to the original page on some Japanese sites, that shows both types, half wheel covers and only on the top, with different headlights...

Found a possible explanation soon as I posted. Maybe something was wrong with the file? It seems that they needed at some time to upload the file properly?

Great recommendation! Unfortunately downloading the original Twizy I linked and the Renault Twizy ZE Style from the exchange was no dice.

However looking at the Renault Twizy ZE Style Items requirements reveled that this Twizy ZE is a separate vehicle from the original.

Idk if it's it, haven't checked it in game or at all for myself so extra caution, but found a result for Renaultset4 for sims 3 DL.
It is a sims3pack file but, IDK whether it works or not or conflicts with the other one....?

You are correct originally when this CC was released the download link for it was not working and had to be fixed. However, I know some people were able to download it. There's discussion of this vehicle on the forums.thesims however I am facepalming for not book marking the thread because I can't find it.

I tried the download you linked

Its described as (Renault Positive Energy Pack) in the launcher

I have three Twizys in my purchase history including the positive energy one, I can see the logos and download them but not acess the details pages. There are also about seven Prius packs, it got very confusing! I put all of the promotional car sets here, many are not in the store to find any more. You'll need the Sims 3 recompressor to use them.

Looks to be two different ones, but there are three packs- I think the one that's in the EV pack (the first one) was included in a second pack with a Renault Fluence, and I have a Renault Zoe from another pack. It's hard to see what each pack has included in it, maybe someone who has some Package tools installed could look at them to see. There is a charging station which is from the EV pack.
