It shouldn't be a problem. At the risk of sounding patronizing: make sure that you installed the package file, and are you looking in the wallpaper section of your build catalogue?
I'm about 99% sure that the walls I stole the panelling from came with the base game - but even so, they were pasted into a completely new document ... I'm new to this, but I would think that would remove any compatibility issues ...

I think northsim didn't double click on the package file to install it into his game. This was happening to me before, when I realized I was simply placing the files into my folder like they were any other download.
