the simple way to make a dorm....make a residential lot to your specifications and then type SHIFT + CTRL + C to bring up the consule and then type : changelotzoning dorm

this works with changing it to a community lot too

Wow.. I used to hate sending my sims to Uni!

This place plays beautifully, plenty of handy phones, toilets and food - not to mention having your own little self contained unit. Definately the best place I've downloaded so far I agree with AERhodesJr, I'm putting one in every neighborhood.

You did a great job explaining and "touring" us around the dorm/special apartments, thank you very much. Made me want to play Uni,and I hate playing it! but I will just so my sims can experince this :D
