You'd want to look into the buffs that already have this behaviour.
The 'Hungry' buff, for example.
It looks like need-dependent buffs are referenced directly inside the motive itself. Somewhat intrusive to add to without scripting.
I had a quick look with the
TDESC Browser, "motive_Hunger" and "Buff_Motives_Hunger_Hungry" are good places to start to see how these two reference each other and interact.
