Wanted to load the Bluewater neighborhood into SimCity 4 to tweak the terrain. I put the Bluewater.sc4 file in the C:\Users\PC\Documents\SimCity 4\Regions\Downloads directory, but SimCity 4 does not see it. I go to the specified directory and notice that the Bluewater.sc4 file has disappeared. What do i do?
