Do you have the University or Nightlife expansion? If not, then you can only add one more floor by adding a dormer and deleting it.

Well in that case, there is a cheat code that only works if you have an EP. Since you do, just hold ctrl+shift+C all at the same time to bring up the cheat box. Then just type in: sethighestallowedlevel ##
The # signs indicate that you can enter any number between 1-30 (Any higher will make my game crash) Then, all you have to do is add a wall or something, and then you can add many more floors! I hope this helps! :salute:
