Advance I'll say I tried graphics rules maker program method, but all it throws it failed to create back up files (fails to detect graphic drivers). The game crashes usually on speed 3, and the graphic issues I experience is things like Sims turning matrix looking, invisible fish in the pond, map view rendering ocean too blue, cas glowing sims etc. I know it's a graphic or driver related issue, but I tried fixing it certain tutorials (not all of them were clear tho). Any help guiding me step by step would help

GRM cannot make any changes unless you run it as Admin, so do that first. As for its settings, give it 2048 MB or 4096 MB of texture memory, only check the first two boxes (and Intel ones if you run on Intel Graphics), and max out the resolution. Shadows can be fixed with Nopke's Shadow Fix, so it's pointless to disable them completely.
Make sure Smooth Edges are enabled, otherwise you might see flickering. Lazy Duchess a Bright CAS fix.
Map view and solid blue water can be fixed with a cheat boolProp simpleTerrain off.

Omg, it worked. "Run as adminstrator" allowed me to fix the changes and fixed all the water issues Maybe it won't crash now. Thank you!
