What does overclocking mean and why would you want to do it?

Overcloking: the art of over-powering the CPU to obtain more frequency.

In other words: it will improve your PC's gained fun. Or broke it.

Winning the Game
Don't be absurd. This is an EA game! What's to win? You have already lost 50 bucks when you bought a game that contains even less than TS2 base game, and you're gonna spend ten times more if you want to get all the features that you enjoyed in TS2!

Basically it means increasing the CPU speed by adding more power to it.
The downside will be more heat produced by the CPU which can lead to errors.

Most CPUs are actually set run at a lower speed than they are built to handle, but to ensure the best and most stable performance without producing too much heat, they're set a bit lower

Well, it's still what it means in the game, too
I think it's a Computer Whiz thing, not sure if it's an interaction available through other means or not.
