This user has the following games installed:

Sims 2, University, Nightlife, Open for Business, Pets, Seasons, Bon Voyage, Free Time, Apartment Life
Default Build/Buy outside of apartment?
I ran into this problem where my sim was taking out the trash. A sim was blocking the door while my sim had the bag in his hand, so he got fussy because there was no room. The bag dropped and all of its contents fell behind a wall under the stairs and now the landlord walks back n forward all day complaining about not being able to pick it up. It's an apartment so of course I can't go into build/buy mode to move the trash from behind the wall. Anyone have an idea of what I can do?

PS.
I already came across some cheats but none were for actually picking objects up outside of a apt unit.

boolprop aptsublotspecifictoolsdisabled <true or false>
Enable build/buy mode tools on apartment lots
and place objects outside of apartment room limits
when set to "false"

You could try the dorm cheat - works for me sometimes:
boolProp dormspecifictoolsdisabled false

or the AL ones - this is the one for the specific apartment you are in:
boolProp aptSubLotSpecificToolsDisabled false

You have to be aware with modifying apartments that there are two versions of the lot - the base lot and the sublot - the sublot is the actual lot the sims live on. The base lot is the one you build which the game COPIES to make a sublot for your sims to live on (no sim actually lives on the base lot). Hence this cheat, if it's the one you've been using, probably won't work:
boolProp aptBaseLotSpecificToolsDisabled false
Though it might allow you to make building alterations.

Type in "boolprop testingcheatsenabled true" (with out the quotes) while you are in hood view, go to the lot and then shift click on the pile and delete it.

While you're in there cleaning out the garbage, I, for one, wouldn't mind seeing a picture of this stair and wall area, because I'm having a hard time imagining how a Sim could set an object down, only to have it become inaccessible.

Bear in mind that any changes you make to the common area will only show up for the family you're currently playing, not any others, and will revert if you move the family out. Also be careful not to make any changes which invalidate the layout.

If the object is outside the apartment where the sim lives and in the common area, you usually can't move it.

Another possibility is to use the Stuck Object Remover (MATY) though you need to be careful where you put it because it will remove everything on the square where it is placed.

Theres only 4 tiles outside of the door before they have to go out another door. So this is why the trash landed where it did because someone was in between the doors and my sim couldn't get by.

Okay so I tried again with the "boolProp aptSubLotSpecificToolsDisabled false" and I deleted 1 wall. I got the trash up but now the issue is I left build/buy mode and went back in and now the sledgehammer tool and a few others aren't highlighted anymore for me to use.

Is this a Lot you downloaded? If so, which Lot?
Is it a pre-made Lot in a Maxis 'hood? If so, which' hood and which Lot?
Is it a Lot you, or someone else, made? If so, can you attach it to this thread (empty, with no Sims)?

Sometimes going into buy and build in a lived in apartment lot causes issues. If you can't get back to normal play mode you may need to move all the sims out.

This may be the problem.

You can try and save and exit to hood view and go back in and see if it fix it.

Open the cheat console and type in boolprop TestingCheatsEnabled true, shift-click on the trash pile and find the Force Error option. The rest is intuitive. :P
