You can find all official TS3 patches available for download here on MTS. No need to look elsewhere.

Pretty hard to say there. Each piece of CC is different. I can say this though, any object that has been upgraded to the 1.26/Pets patch will usually work with any post 1.26 patches. Most objects that haven't won't though.

I was wandering if any of the older custom content are going to get updated with the latest patch?

The 1.26 patch came out at least a year ago. The 1.67 patch came out last year. So if anything hasn't been updated for at least 1.26, it probably never will.

The 1.26 Patch came out in October 2011 when the Pets EP was released. So, if it hasn't been updated by now than said content is unlikely to ever be. Keep in mind though that some content such as paintings or foliage doesn't need updating as Sims don't really interact with it. Its mostly stuff like chairs, beds, counters and whatnot that needed updating.

is there a way for me to find the file or folder that has the simolians in the sims 3?

If you are on patch 1.67 and wish to downgrade to a lower patch (say, 1.63), make sure you downgrade your mods as well. I have seen situations where mods made for 1.63 are compatible with 1.67 and vice versa, but it's better to be safe than sorry.

That depends on the creators of said content, or the kind souls who may want to pick up and fix/update their content Sometimes, creators leave the community and stop supporting their mods or updating their content, and the only way to get updated content is to either fix it yourself, be lucky enough that someone else does, or suck it up and look for similar content.
