Put it in the library means the game still doesn't recognizes your card. I have the same issue, the graphic rules maker will say I added my video card to the database, but what happened is that the Video cards.sgr is completly empty, and the Graphic rules.sgr does not even recognize I have a computer. try running the graphic rules maker, maybe as admin. what happens to me is that the first time it says my card is in the library, but next time I run the program it's not there again, and this time, I can't click the option to add it.
I know you can add your video card name to the Video Cards.sgr database manually,
here is a guide on Leefish by celebkiriedhel. I tried following it myself but I failed to do it right. if you can't seem to get your file working, you can try asking for someone to do it for you on the forum.

From my understanding, it is not a problem with The Sims game, or with the Nvidia card being too advanced/not compatible, but a problem with the
Windows 10 AND Nvidia combo. many people complain online their games crash/not run as intended since upgrading to Windows 10. We would probably have to wait for Nvidia to get their things together and fix this problem in future updates.
You can still try some things that might work:
- Make sure you've copied the new Graphic Rules.sgr and Video Cards.sgr to both Config\ and CSConfig\.
- Turn Anti Alias on (boolProp enumerateMultisampleLevels true) in your config-log.txt in your log folder. (My Documents\EA\The Sims2\)
- Edit your shortcut to run the game in windowed mode: "C:\Program Files (x86)\EA GAMES\The Sims 2 Mansion and Garden Stuff\TSBin\Sims2Launcher.exe" -w
it might work, or might not load at all, but still worth trying. - Update DirectX.
- If you have multiple CPU/double video cards etc, you can try editing your shortcut to run the game to force it run only one CPU: "C:\Program Files (x86)\EA GAMES\The Sims 2 Mansion and Garden Stuff\TSBin\Sims2Launcher.exe" -CPUCount:1
This is because when The Sims 2 came out there still weren’t multiple-CPU computers in the market. - Run the game in Compatibility Mode. if you have Windows 10, right click on the shortcut and select Troubleshoot Compatibility. this will give you the options to run the game in compatibility for Windows 8/7/Vista/XP. celebkiriedhel said: "if you have Windows 8, use Windows 7. If you have Windows 7 - try XP Service Pack 3."
- Run as Admin?
Next are Nvidia-specific rules, you can try them without Nvidia but use common sense. - Set Smooth Edges to the highest level. I heard someone say that for some kind of reason Nvidia runs sims only on ‘more’ smooth edges.
- Turning off Windows 10 Graphic Drivers Automatic Updates. I think you can do it in GeForce Experience too.
- Remove all your Nvidia drivers and reinstall them. some say that because older versions are not removed correctly, this might cause problems. To do it you have to first download your GeForce Drivers, then uninstall all your Nvidia drivers, restart, and reinstall your download from the official Nvidia site I have included the link to.
Be careful not to mess around with Intel/MicrosoftL/Lenovo/Dell/Toshiba stuff, that includes video adaptars/Network cards/Sound cards/any devices, if it says device in it's name, don't touch it. if you can't trust yourself with uninstalling things that came with your computer, A video on youtube which celebkiriedhel recommended adviced using Guru3D Driver Remover, which will remove ONLY the Nvidia drivers you're going to reinstall again. I tried it and it worked for me, but I understand if you would prefer to avoid third-party programs. as you can see this advice is a bit risky if you're not good with computer, so be careful or ask someone to help you 
Now I will talk about Duel Cards: - If you have duel cards, you can force the sims to run only with the HD processor, whatever it's Nvidia or Intel. to do this right click on the sims shortcut->run graphics processor->change default graphics processor.
You will be brought to Nvidia's control panel, to a window that shows Manage 3D settings. in the Program Settings tab, select a program to customize, in our case it's The Sims. select the preffered graphics processor to whichever one you have selected when you made your Graphic Rules.sgr. save and test the game. - Check if Nvidia is working on your display. go to the Nvidia control panel again and select the Set PhysX Configuration. Select a PhysX Processor->preffered graphics processor, if it's not selected already. save and test.
- If you are sure The Sims is running with your preffered graphics processor, are sure the Graphic Rules.sgr uses your preffered graphics processor, Your preffered graphics processor is included the Video Cards.sgr database, the game runs with 1CPU, as admin, and the game STILL do not load/give you problems? I would advice you to switch back everything to use your integrated graphics card. This is the only thing that worked for me after all the testing and experimenting. That's until Nvidia sorts this problem now, like I said.
Examples your game has graphic issues:
- Game does not open at all when you click the icon. nothing happens.
- Game opens, but the screen is white.
- Game opens, but you only see the desktop screen, stuck in desktop 800x600 and the mouse is the mouse of the game.
- Game opens, but freezes.
- Game opens, but won't start loading until you ctrl-alt-delete or Alt-Tab and come back again.
- Game opens, but the screen is black, and you can hear music and select sounds if you play around.
- Game loads neighbourhood, the screen is black and music+select sounds work (for this try to ctrl-alt-delete or Alt-Tab and switch back, your screen will show now)
- Game runs only in 800x600 res.
- Graphics Options are grayed out in the game (shadow settings/Edge smoothing for example)
- Red/Pink/Purple flashing water/grass/walls.
- "Unspecified error", "bad memory", and any DirectX error messages.
if you have any of the problems above, you might benefit from the list of the tips I provided

Now I really have to go, I might come back later and add a few more tips and expand on some parts if they are hard to follow.
