More Balanced Idle Animations + fix 1

I've tweaked some idle animations that are known to be very annoying: mostly bask, deep breath and shade eyes,
so they show up less often.
There are mods already that removed them completely, but somehow it doesn't feel right to disable features from the game.
So in order to balance these animations I've added a few checks that kinda make sense.

- The deep breath and bask animation idles rates 've been lowred; look around ever so slightly.
- Now sims will be able to perform these at night as well but at even lower rates than daytime. ***rates for Simplants are less reduced than for all the others.
***- An extremely grouchy personality (less than 2 pts) or a bad mood (close to red or lower) or depressed sims (red aspiration level) won't deepbreath nor bask. ***other grouchy sims (2 ~ 3 points) have to be at platinum asp level.
***- Sims whose most recent memory is negative will also not deep breath or bask, just so they don't do it right after losing a fight, etc...
- Provided the right conditions, sims will not react to weather every single time they go outside through a door but rather sometimes.
- Sims will not perform these animations at all if they're carrying stuff.
- Zombies, Servos and active Werewolves are excluded because they don't care.
- SimPlants are also excluded because sun (sunny day) and water (rainy day) are among their basic motives; i think it doesnt make sense for them to react negatively (?) that way.
- Normal sims will perform a sort of grumpy shade eyes animation if their mood is close to red or lower. Before, this was exclusive to vampires but hardly seen since they also do their aargggh sun!!! animation on top of it.
