Of course, Sims can study in it, read loads of books, work on the computer or just sit on the sun terrace and have a chat.

IMPORTANT UPDATE

Gaining skillpoints wasn't possible on community lots (thanks to owlybird for pointing that out) until... that amazing creation by J. M. Pescado. It does work for my Sims and I hope it will also help you
