This was made using Numenor's Base Game Starter PRO. I created the lot using only the base game and exclusively Maxis content, so it is compatible with all versions of the game. The lot loads very fast due to its small size. It is a 3 bedroom, 1.5 bath (or 2 bath if you install a University communal shower in the upstairs bathroom) lot that comes with only the ground floor furnished, ready for up to two adults to start living in it right away with everything they really need provided.
Of course, the small size comes with some drawbacks: parties must be kept small or there won't be room for your guests, the rooms can't comfortably sleep more than 5 family members, and there is no place to put a driveway or bulky aspiration rewards. If you have Seasons, you might be able to replace the flower garden with harvestable plants, but don't count on doing too many outdoor activities here.
I've tested this lot with a family of two CAS sims. They have a gardener and a maid, had a baby and raised him to childhood with help from a nanny, and had a "good time" birthday party with four guests. The headmaster liked the house, and the carpool and the school bus arrive at the same time with no issues. My test family has not had serious route blocking problems or any other troubles that would indicate poor design. I hope you have fun with this little house!

- You may want to use the Sims2Pack Clean Installer instead of the game's installer, which will let you install sims and pets which may otherwise give errors about needing expansion packs. It also lets you choose what included content to install. Do NOT use Clean Installer to get around this error with lots and houses as that can cause your game to crash when attempting to use that lot. Get S2PCI here: Clean Installer Official Site.
