This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
This custom content if it is not clothing, may require a seperate download to work properly. This is available at Colour Enable Package (CEP) by Numenor.

There are a few Base Game paintings that have separately recolourable frames – but to my surprise, no recolours for those seem to exist (at least, none that I could find).
So, I made some. Here’s ten wood frames for the Base Game “Transcendency” painting (800§) in various Maxis-matching colours. The wood textures are taken either from Maxis items, or from one of HugeLunatic’s Maxis-matching things, so chances are they’ll match *some*thing you already have. Black and White are shamelessly photoshopped.
For those who are eager to match things with scientific accuracy, here’s a handy list:
White – has a slight wood texture, not pure white
Whitewashed – texture from the white-ish Craftmeister bookcase, i.e. more wood and more texture than White (this one will probably also more or less match the Seasons off-white stuff)
Pine – texture is from a Maxis floortile (this is more yellow-ish than Ash; the difference is not really visible on the screenshots but enough to drive me up the wall in-game)
Ash; Oak – textures are from one of HugeLunatic’s Maxis-matching things
Pressed Pine – texture from the dark “BiblioFile” bookcase
Medium Polished – texture from the “Arghist Soldier” painting, thus matches the frames of some of the other paintings I made (here and here)
Mahogany – matches the EAxian sort-of-standard Mahogany (e.g. the Craftmeister bookcase), as well as HugeLunatic’s Maxis-matching stuff (it’s cobbled together from both)
Walnut – texture from one of HugeLunatic’s Maxis-matching things (I think this is roughly the same as the dark wood on the cheapest Maxis couch table)
Black – black wood
The "Medium Polished" frame is slightly glossy, the others are matte.

The buildings on the photos on the screenshots and the screenshots of the buildings on the photos on the screenshots are by various awesome folks at mts2.
