The Fight.../Torment interaction introduced by Apartment Life can only be done by blood-related siblings. This mod expands it so it can be done by children and teens who are not siblings as well, to satisfy wants or just to have another interaction. There are three flavors:

siblingtormentforall: No restrictions, any child or teen can torment any other child or teen, including visitors.
siblingtormentforfamily: Children and teens can only torment other children and teens who are considered family. If you haven't modified who is considered family, this means that in addition to blood-related siblings, you can also torment first cousins, aunts/uncles/nieces/nephews, and step-siblings. If you have installed my extended family hack, you will additionally be able to torment second cousins, first cousins once removed, and great-aunts/uncles and grandnieces/nephews. Visiting children and teens will be tormentable if they have the allowed family relationships.
siblingtormentforhousehold: Children and teens will be able to torment any child or teen currently living in the same household, regardless of how or whether they are related, but will not be able to torment visiting children and teens.

Game Compatibility

The interaction was introduced in Apartment Life, so you will need either Apartment Life or (probably) Mansions and Gardens Stuff to see any effect.

Hack Compatibility

This only modified BHAV 0x25A1 in group 0x7F01EC29. Any hack that does not also modify that BHAV should be compatible.
